I’ve spent my career at the intersection of human behaviour, institutional systems, and real consequence — across non-profit, government, corporate, and security environments.


My background as a corporate investigator, trained in workplace interviewing and interrogation, gave me a lens most advisors don’t carry. I’m trained to identify where systems are being gamed, where accountability structures are failing silently, and where the official narrative diverges from what’s actually happening on the ground. That’s not a metaphor for how I approach consulting. It’s a literal skill set I bring to every engagement.


I’ve also been elected. I sat on council. I ran for mayor. I didn’t win — but I came away with something more valuable than a title: a firsthand understanding of how decisions actually move through civic systems, where political capital gets spent, and what organizations consistently miss when they try to navigate municipal environments from the outside.


That combination — investigative training, elected experience, and deep fluency in organizational behaviour is the foundation of Civique’s intelligence work.


On the leadership side, my work centers on a hard truth most organizations avoid: leaders don’t fail because of a lack of strategy or charisma. They fail because ego, fear, and outdated structures distort how decisions get made and who bears the cost. As the creator of The Egoless Leader™ framework, I work with leaders, teams, and those navigating high-stakes public environments to close the gap between the leader they intend to be and the one their organization actually experiences. I’ve mentored women entering leadership and those running for office — because the path is harder when the system wasn’t designed with you in mind, and representation without preparation isn’t enough. That commitment extends beyond coaching. I serve on the Board of Directors of the Riseup Society of Alberta and Empowering Women Entrepreneurs because systemic change requires showing up inside the institutions working to build it.


I am deeply committed to gender and wealth equity —

Sam brings direct experience in municipal governance and a deep understanding of the structural tensions that exist between community expectations and institutional capacity. As a former public official, he has navigated the same environments Civique now advises — which means our counsel comes from the inside, not the outside.

As Director of Economic Partnerships, Sam’s work focuses on building the relationships and collaborative frameworks that allow organizations, municipalities, and communities to move beyond transactional engagement toward genuine shared intelligence. He understands that the most effective governance is not just well-informed — it’s well-connected.

Sam’s background in municipal governance gives him a ground-level understanding of where policy intent collides with operational reality — and what it actually takes to close that gap. He specializes in identifying the relationship breakdowns, misaligned incentives, and communication failures that quietly stall otherwise sound strategies.

Sam co-founded Civique out of a shared conviction: that communities deserve better intelligence, and that the people best positioned to deliver it are those who have actually held public responsibility.
